Who We Are

Visionaires Solutions is an institutional advisory and pre-design intelligence practice built for federal construction, information technology, and federal supply programs. We work upstream of procurement, delivering the ground-level technical intelligence and institutional positioning that federal program offices, construction primes, IT contractors, and specialty firms need before design begins and before budgets are committed.

Our role is not to influence procurement or position any company for competitive advantage. Our role is to ensure federal programs are executed on accurate intelligence, sound institutional knowledge, and mission-aligned engagement, so the right organizations and the right technical solutions are in the right conversations before solicitations are released.

Why We Exist

Federal programs - construction, technology, and supply are not won in proposals. They are shaped in the 12 to 24 months before a proposal is ever written. The specifications that govern federal construction projects, the vehicles that route IT task orders, and the institutional relationships that drive federal supply decisions are all established long before a solicitation is released.

Most organizations engage too late, responding to solicitations without having shaped the technical intelligence, institutional relationships, or program positioning that make the response competitive. Visionaires was built to address that structural gap.

We work where demand originates, upstream of procurement, inside the program offices, facilities teams, and contracting activities where federal buying decisions are actually made. Our role is to make sure the right technical intelligence and the right organizations are present in those conversations before they close.

We measure progress through structural indicators, confirmed program relationships, pre-solicitation engagement, technical credibility signals, and routing depth inside agency decision chains. Awards are lagging indicators. Institutional positioning is the leading indicator. We measure what comes first.

Leadership

Tashawn Desir and Kevin Clarke founded Visionaires Solutions on a shared conviction: that federal programs succeed or fail based on the quality of intelligence and institutional positioning that exists before procurement begins, not on who submits the most aggressive proposal after the fact.

Their experience spans federal construction, information technology, and supply programs across civilian and defense agencies including direct engagement with USACE, GSA, VA, MARAD, and Navy programs across the New York region and nationally.

Visionaires was built to operate as a program intelligence and advisory practice, not a pitch intermediary, not a bid-chasing service, and not a procurement influencer. Every engagement is designed to strengthen federal program outcomes, protect procurement integrity, and build the kind of institutional positioning that compounds over time.
